Garbage and Toilet Paper

My mothers dog loves to go after the garbage and it is just so annoying. We have to double bag everything all of the time. This is not only a waste of trash bags but also a huge waste of my time. And I refuse to clean up the mess if she does happen to get it. She likes to go after toilet paper also...very annoying. I do not remember the last time that the toilet paper was on the roll - it is always up high so no one can reach it when they have too!!
